Local 1000 meets with SCIF management;
Discusses Dress Code and Involuntary TransfersThe SCIF Task Force met with SCIF HR director Andreas Acker and Labor Relations Officer Jean Rowan as a part of ongoing regular meetings to address concerns of SCIF workers and resolve statewide issues. At the February meeting, the following was discussed:
- VTAP Transfer Program - SCIF plans on continuing all current VTAP programs. These programs allow Program Technicians to continue doing work without loss of pay.
- SCIF Dress Code - There is NO SCIF dress code . At a recent joint labor management committee (JLMC) meeting at the Claims Processing Center in Fresno, a manager raised the issue of a dress code. It was reiterated in this meeting that there is no dress code in SCIF.
- Involuntary transfers - SCIF will be doing involuntary transfers by function instead of by classification.
“We’re concerned with this change because some management will use this as an opportunity to protect less senior employees from being involuntarily transferred,” said Lisa Davis, task force member. “We oppose all involuntary transfers because they negatively impact the members. So, we’ll be doing all we can to make sure the process is as fair as possible and to hold management accountable.”
If you receive an involuntary transfer notice that is unfair, we may be able to appeal it. Please contact your steward or union representative immediately so we can take advantage of the appeals process.
We are currently working on dates for future meetings which will include SCIF President Janet Frank.

Senate Committee holds hearing on SCIF
operational
and financial audit report;
Local 1000
members testify and recommend changes
Local 1000 called for expanding labor representation on the
SCIF board of directors, increasing accountability and oversight
of IT outsourcing, and centralizing control of human resources
during the Senate hearing on the results of the SCIF internal
operational and financial audit.
Local 1000 SCIF task force member Lisa Davis testified
February 6, before the Senate Committee on Banking, Finance and
Insurance by giving an overview of the audit recommendations
state workers deem important. Davis also called on Senators to
address Vacaville relocation issues, and perform an evaluation
of SCIF that includes employee input.
