Ballot Count Process

SEIU Local 1000 election process provides the cornerstone of our democratically elected union leadership.  Voting is by secret ballot, ballots are sent to all members’ homes, and return postage is paid..  The ballot count is open and observable by candidates and members.  Administration of the election is provided by Intraform, Inc and the ballot count will be conducted by Martin and Chapman, Inc. – both are certified by the Secretary of State and both currently handle the PERS Board elections.  

In order to provide members with ongoing election information, we will post daily reports of the total number of ballots received by each DLC.  The daily posting will begin upon receipt of the first returns.  The final results of the ballot count will be posted on this website by May 23, 2008.

Status Report on the Close of SEIU Local 1000 Nominations
The nomination period for SEIU Local 1000 statewide officers and District Labor Council officers, District Bargaining Unit Representatives and Senior Stewards is closed. We received 552 nominations, of which a total of 316 candidates (58%) were unopposed; therefore, in accordance with 12CSD1.06 (e), these candidates are elected.  Letters acknowledging their elected status will be sent to each candidate to let them know they take office on June 30, 2008.

A total of 233 candidates (42%) will be in contested elections.  There will be a total of 104 DLC contested elections.

The following table shows the results of the nomination period.  The uncontested candidates are highlighted. 

This list may still be changed as candidates have until March 3, 2008 to withdraw their name without it appearing on the ballot.

All Local 1000 members are eligible to vote in the upcoming election. The election and vote count are being conducted by two independent election firms to ensure that the election is free of any controversies.

Intraform, Inc. will be overseeing the assembly and mailing of the ballot packages, preparation of the returned ballots for the ballot count and mailing of all replacement ballot packages. Intraform, Inc. has administered many elections for the PERS Board.

The ballot count will be conducted by Martin and Chapman Inc. a company that is certified by the Secretary of State's office. Martin and Chapman handle elections for many cities and counties throughout California, as well as the count for PERS Board elections.

The more than 90,000 members of Local 1000 are represented by elected leaders in 50 District Labor Councils (DLC). A DLC is a local chapter of members in a geographic area. Members in each DLC elect an executive board that includes a president, a vice-president/chief steward, a secretary/treasurer, and a senior steward. These elected leaders develop and carry out Local 1000 policies.

Each DLC also elects a District Bargaining Unit Representative (DBUR) for each Bargaining Unit within the jurisdiction of the DLC. DBURs are the representatives for the bargaining support program, and are responsible for electing the members of the statewide Bargaining Unit Negotiating Councils (BUNCs). BUNC members represent co-workers within their Bargaining Unit on unit-wide issues and during contract negotiations with the state. DBURs also sit on the executive board of their DLC.

Members will also elect the four statewide officers who make up the executive leadership of Local 1000: President, Vice President and Secretary-Treasurer; V.P. for Bargaining, and V.P. for Organizing and Representation. With the 50 DLC presidents and the chairs of each of nine BUNCs, they form the Local 1000 Council, the union’s policy-making body.

These elections are administered by the 2008 Elections Committee made up of four Local 1000 members.   Committee members are Chair, Paul Gonzalez-Coke (DLC 790), Genevieve Ibarra (DLC 764) Bridget Jacobo (DLC 784) and Jackie McCollum (DLC 769).  We also have an e-mail address dedicated solely to the elections:  Local1000Elections@seiu1000.org.

The work of the Election Committee is determined by the policy file.  Please note the links to the relevant sections of our policy file:  Election Procedures (Division 12); Duties of the Statewide Officers (3CSD0.03); Duties of the DLC Officers (4CSD0.04); Use of Name and Emblem (2CSD7.02); and Mailings (2CSD7/04).

Nomination Forms and Candidate Statements:  As each nomination form is processed an e-mail or letter is sent to each candidate verifying that we have received and processed the nomination form.  If you do not get an e-mail or letter from us shortly after submitting your nomination form, please follow-up by contacting us at the above e-mail address.

Candidate statements are evaluated using the “Election Conduct” section of the policy file (12CSD1.00).  If a statement is deemed to be in violation of the election conduct, candidates have an opportunity to change the candidate statement and resubmit it as long as it is received prior to the 5:00 pm deadline on Tuesday, February 12, 2008.   This option is not available during the last days of the nomination period due to time constraints.  Instead the portion of the candidate statement is redacted.

Election Committee Actions:  At the December 17, 2007 meeting of the Elections Committee the nomination form was approved for mailing and posting on the website and lots were drawn determining the order of names on the ballots.
