It's the summer budget-brawling season in Sacramento, a time for regurgitating old myths and simplistic solutions. One persistent myth about the perpetually bleeding state budget is that it's all the fault of public employee unions.
A fact-finding hearing about public employee pensions this morning briefly devolved into jawboning between a Little Hoover Commission member and a public employee union lobbyist, touched off by the use of a single word: "only."

Rehiring academic teachers in adult prisons has become a problem due to CDCR mismanagement. More than 400 academic teachers were declared surplus and displaced from their jobs by CDCR. These teachers had been hired mainly into two classifications: 2287 and 2290. In prison schools, these classifications were used interchangeably for adult basic education, GED and high school diploma programs. When it came time for staffing reductions, CDCR laid off these teachers as a combined group, by seniority, in each geographic area affected. Local 1000 objected to the layoff decision by county and argued for a statewide area of layoff. Due to these efforts, about 300 teachers have reemployment rights in the 2287 and 2290 classifications, and CDCR has agreed to conduct the rehiring process in a way that preserves seniority rights of two groups of displaced teachers in a combined pool.
