Who is Unit 3?
Unit 3 is designated as the Professional Educators and Librarians Bargaining Unit.
We represent Professional Educators and Librarians in the following Departments:

Department of Rehabilitation (DOR)
The California Department of Rehabilitation provides services and advocacy resulting in employment, independent living and equality for individuals with disabilities. Specifically our educators work with newly blinded adults at the Orientation Center for the Blind in Albany.

Department of Mental Health (DMH)
The California Department of Mental Health responsibilities include: the care and treatment of the severely mentally ill at the five state mental hospitals (Atascadero, Metropolitan, Napa, Coalinga and Patton State Hospitals) and at the Acute Psychiatric Programs located at the California Medical Facilities in Vacaville and Salinas Valley.

Department of Developmental Services (DDS)
The California Department of Developmental Services is the agency through which the State of California provides services and supports to individuals with developmental disabilities. These disabilities include mental retardation, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 non-profit regional centers.

Department of Education (DOE)
Provides administrative oversight and support to three State Special Schools and three Diagnostic Centers in California. Diagnostic Centers - Provides comprehensive assessments to special education students and staff development and training services to local educational agencies.
School for the Blind - Provides intensive, disability specific educational services for pupils who are blind, visually impaired or deafblind, ages 3-22.
Schools for the Deaf - Provides comprehensive educational programs to deaf and hard of hearing pupils, ages 3-22.

LAO report on education in corrections

The governor, the Legislature and many outside experts agree that educating prisoners will reduce the chance they will commit more crimes, but will this ever change the culture at the California Department of Corrections and Rehabilitation?

The Legislative Analyst’s Office (LAO) released a report last month detailing the failure of the CDCR to implement education programs in prison that have the potential to reduce the number of inmates who return to prison. That followed January’s report by the Governor’s Rehabilitation Strike Team which came to many of the same conclusions.
