Service Employees International Union (SEIU) Local 1000 represents
94,000 state employees in California. Approximately 8,000 of our
members work in Information Technology (IT). We are concerned that, in
this time of fiscal crisis, the oversight of IT contracts has seriously
been decreasing as the number of IT contracts has doubled in the period
from 2003- 2004 to 2007-2008. According to data from the Department of
General Services (DGS) State Contract and Procurement Registration
System (SCPRS) during this period, the State has spent approximately
$2.7 billion on these IT personal service and consultant contracts. We
are not opposed to the outsourcing of contracts when necessary, but
feel the lack of oversight has led to the inappropriate use of these
contracts by some departments. We believe this bill will provide
feedback on these contracts to the Administration and to the
Legislature.
