Discrimination

SEIU Local 1000 is a tireless advocate in ending all forms of discrimination. The Local 1000 Women’s Committee supported legislation that sought to end unfair wage and health care practices in California.

AB 98 (De La Torre) required new forms for health insurance policies submitted to the California Department of Insurance (CDI) after Jan. 1, 2010 to provide coverage for maternity services. The Governor vetoed AB 98 on Oct. 11, 2009.

AB 119 (Jones) prohibits health insurers from charging a premium or price differential because of the sex of specified individuals on or after Jan. 1, 2011. AB 119 was signed by the Governor and enrolled by the Secretary of State on Oct. 11, 2009.

AB 793
(Jones) specified that victims of pay discrimination would continue to have a fair opportunity to seek redress in the courts and clarifies that the time period for alleging pay discrimination claims runs from the date of each payment of a discriminatory wage. The Governor vetoed AB 793 on Oct. 11, 2009.

Furloughs
SEIU Local 1000 has been at the forefront in challenging the Governor’s furlough orders. We will continue to advocate against the Governor’s harmful scheme and analyze all legislation that deals with furloughs.

MOU (Memorandum of Understanding)
Local 1000's Memorandum of Understanding (AB 88) cleared the Senate PER&S Committee by a vote of 5 to 2. AB 88 was taken up for a vote on the Senate Floor but failed to achieve the necessary two-thirds support. The vote was along party lines. AB 88 was granted reconsidered and is currently on the Senate Floor eligible for a vote.

Retirement Reform
State workers deserve fair retirement pay and benefits. We are actively working to educate the community on retirement issues and will fight any proposals that seek to takeaway our member’s earned retirement.

Currently, there are no legislative bills that would decrease state worker’s retirement.



Prison Reform
The Legislature addressed this corrections plan in late August. Several key elements of the plan have changed including, eliminating the creation of a sentencing commission, limiting the release of some inmates to electronic surveillance or alternative custody and changes to the prosecution standards for "wobbler" crimes, which can currently prosecuted either as misdemeanors or felonies.

Tax Commission
Our members are not just employees providing vital state services.  We are also state taxpayers representing a cross-section of middle-income California. We deserve a tax system that is fair and transparent. The Local 1000 Legislative Department will continue to monitor the sate legislature’s approach to tax reform and provide alternative ideas to ensure stable and sufficient revenues for years to come.



Transparency
AB 756 (Eng) required all state agencies to list private contracts online. The bill was passed by the Legislature with bipartisan support, but was vetoed by the Governor on Oct. 11, 2009.

Visiting Educators
AB 755 (Brownley) would have closed a loophole regarding “Visiting Educators”, and was sent to the Governor’s desk after it passed the Legislature. The bill was vetoed by the Governor on Oct. 11, 2009.
