Staff Services Analyst (General) ClassificationState Proposes to Convert Classifications Conforming to SSAThe revised SSA classification allows those employees hired with bachelors degree to go straight to Range C. This meant a pay raise for incumbents with a degree and allows new hires with a degree to bypass Ranges A and B and go straight to Range C.
Since the SSA is a benchmark class, several departmental classes do the same type and level of work. Apparently these departments have been receiving employee requests to do the same thing with their departmental classes. As a result, the State has sent the Union several notices proposing that classifications be changed to conform to the SSA class.
The Union is in the process of discussing these changes with impacted members, and will work with members in responding to these proposals.
To date, the Union has been noticed about two types of changes to these classes:
1. Some departments want to convert their classes to SSA:
- Assistant CalTrans Administrator class, along with changing the Associate CalTrans Administrator class to AGPA.
2. Some department-specific classes want to adopt the SSA approach to
Range C, but want to retain their classification.

- Rail Transportation Assistant (CalTrans)
- Retirement Program Specialist (CalPERS)
- Pension Program Analyst (CalSTRS)
- Disability Evaluation Analyst (Social Services)
- Workers Compensation Assistant (DIR)
- Tax Compliance Representative (EDD)
- Housing and Community Development Specialist (H&CD)
- Industrial Relations Representative (DIR)
- Assistant Loan Officer: 5 employees.
- Program Evaluator (CalPERS)
- Actuarial Assistant Trainee (CalPERS)
Hiring off the SSA Exam List: SPB ReportsThe State Personnel Board has been giving monthly reports about departmental hiring using the Staff Services Analyst open exam list. Here are reports for the last several months:
March 25, 2008:- 572 hires off of list (45 of those are veterans);
- 1743 people in Rank 6 (Ranks 1 through 5 are SROA candidates and veterans).
March 4, 2008: - There are a total of 3 Re-Employment Eligible candidates in Ranks 1, 2 & 3;
- There are a total of 18 veterans in Ranks 4, 5 & 6;
- There are 1830 candidates in Rank 7.
February 22, 2008- The top three ranks contain those with vet points only; currently there are 18 people in those ranks; with 1873 people in the next rank. A total of 445 (38 vets) have been hired off the list. 3 people are on the top of the list as SROA eligible.
January 1, 2008 - There is 1 general Re-employment eligibility candidate in Rank 1.
- There are 13 candidates in Ranks 2, 3 and 4 (all with Veteran’s points)
- There are 1455 candidates in Rank 5
- 30 veterans have been hired off of the SSA list
- 4 SROA candidates are at the top of the list
December 12, 2007 - 11,480 (86.81%) successfully passed the exam
- 1,745 (13.19%) were unsuccessful
- 1 individual is in Rank 1
- The next 3 ranks contain those with veteran’s points only; currently there are 12 individuals in those ranks
- 1,472 individuals are in Rank 5
- 275 candidates have been hired off the SSA list
- 5 SROA candidates have been added to the top of the SSA list
SSA Review ProcessLocal 1000 continues to meet with SPB and DPA in a year-long review of
the sSA class and exam changes. Our review includes whether or not the
changes are effective in recruiting college graduates and in offering
upward mobility to State employees.
