1. How is the current Unit 1 statewide bargaining structure elected?

Unit 1 members in each geographic district (DLC) elect 1 district bargaining unit representative (DBUR) for all Unit 1 employees in the district.  There are 50 Unit 1 DBUR positions because Unit 1 employees work in all 50 districts



2. How will the proposed Unit 1 statewide bargaining structure be elected?

  • Unit 1 members will still elect 1 DBUR to represent the Unit 1 employees in each DLC.
  • Unit 1 members will also elect 25 Classification Bargaining Unit Representatives (CBUR) to represent 6 classification groupings.
  • CBURs will be elected at a ratio of 1:2000 employees or major fraction thereof with a minimum of 2 per class group.
  • CBURs will be elected regionally or statewide according to employees’ geographic distribution.



3.  How will this proposal change Unit 1’s bargaining structure?

  • Unit 1’s statewide bargaining advisory committee (SBAC) increases from 50 to 75 members
  • Unit 1’s bargaining unit negotiating council (BUNC) increases from 9 to 19 representatives
  • Unit 1’s BUNC increases from 9 to 19 members and guarantees representation for all 6 classification groupings



4.   Currently how many DBURs are elected to the actual bargaining team?

  • 9 DBURS are elected to the Bargaining Unit Negotiating Committee (BUNC) with 7 alternates
  • 1 chair, 1 vice-chair & 1 alternate vice-chair are elected from the 50 DBURs



5.   How will this proposal change the makeup of the bargaining team?

  • 9 DBURS will still be elected to the Bargaining Unit Negotiating Committee (BUNC)
  • 10 CBURS will also be elected to the BUNC, with 6 alternates
  • The 10 CBUR slots on the BUNC will include 
                   * 2 representatives each for
                        -Administrative & Analytical
                        -Information Technology,
                        -Finance
                        -Employment & Health Services
                   * 1 representative each for
                        -Environmental & Consumer Protection
                        -Communications & Research.
  • The Unit 1 BUNC will increase from 9 to 19 members
  • 1 chair, 1 vice-chair & 1 alternate vice-chair will be elected from the 75 DBURs & CBURs



6.  What are the responsibilities of Unit 1 district bargaining unit representatives (DBURs)?
  • Carry out designated steward responsibilities as outlined in the SEIU Local 1000 Policy File;
  • Identify and set priorities for contract negotiations for all Unit 1 in their district;
  • Provide organizing support for the field campaigns with all Unit 1 in their district;
  • Elect their prospective Unit 1 bargaining team;
  • Serve on their District Labor Council (DLC) Executive Board




7.  What are the responsibilities of Unit 1 classification bargaining unit representatives (CBURs)?

  • Carry out designated steward responsibilities as outlined in the SEIU Local 1000 Policy File;
  • Identify and set priorities for contract negotiations for their classification group and region;
  • Provide organizing support for the field campaigns for their classification group and region;
  • Elect their prospective Unit 1 bargaining team;
  • Does not serve on any District Labor Council (DLC) Executive Board;
  • For their classification grouping, partner with Local 1000 staff to assist with research, development and implementation of classification studies, education, training & career ladder programs, equity studies, and preparation of the union’s overall position on HR Modernization



8.  How were the classifications groupings developed?
  • Classification groups are based on analysis by Local 1000’s Contract Department using 4 defining principles:
                   • Common types of services performed     • Career and promotional paths
                   • Common skill sets                                      • Departmental functions and assignments
  • The current Unit 1 SBAC reviewed and provided input at the February SBAC meeting;
  • Unit 1 stewards met statewide in February to review and provide input;
  • Further changes may be made based on input from Unit 1 members like yourself via the March comment period.



9.  How will people from my classification in my area be represented?

  • CBUR positions are allocated by geographic region based on the number of employees working in each classification group and region of the State.



10.  What happens next with this proposal?  How will it be approved?

  • In April, Local 1000’s Council will review the full proposal and vote to approve or reject.
  • If approved by Local 1000’s Council, elections will take place in May and June and elected CBURs will be seated by June 30th so they can participate in this year’s contract negotiations.



11.  Will this proposal result in an increase in dues?
  • No.  The proposal will not result in any overall increase to Local 1000’s current budget.
