Volunteer to Help in the Fight Against Outsourcing in 17 Departments

Local 1000 IT professionals in fighting the attempt by state
departments to contract out work that can and should be done by State
IT employees.
Volunteers will be trained in state law and in
procurement rules. Volunteers will be assisted and trained by SEIU
Local 1000 attorneys and researchers. With the additional funds from
the recent dues increase, Local 1000 now has the resources we needed to
fight the wasteful outsourcing and bring the work back to state
employees.
We have requested copies of all current IT contracts
from 17 departments and volunteers will review each of the contracts.
Contracts found in violation of state law will be challenged on appeal
to the State Personnel Board.
Although the state is allowed to
contract for consultant services in specific circumstances, Government
Code Section 19130 has allowed these departments to continuously claim
that state employees do not have the skills necessary to do the work.
SEIU considers this an insult to all IT professionals. These
contracts are cleverly listed as “temporary help” in the Wage and
Salaries supplement to the budget.
SPB decision PSC No. 05-03
states that departments must present clear and compelling evidence that
it has engaged in good-faith, diligent efforts to hire qualified civil
service employees.
