Whos wasting tax dollars on outsourcing
IT professionals are taking a stand against
outsourcing, and because of their help, Local 1000 is seeing results
from its continued work in challenging contracts.
In
mid-November, Local 1000 received a response to its challenge of 17
DHCS contracts. Members from the Local 1000 legal, research and IT
teams met on November 16th and reviewed the contracts. Later in the
week, they hammered out a detailed reply that has since been
finalized.
In addition, the union is currently challenging $35
million in DGS IT personnel services contracts and a DDS IT contract.
Local 1000 will challenge another 18 DHCS IT personnel service
contracts and 25 contracts at DPH in the coming weeks. These
challenges will reinforce our 2006 SPB, win defeating 5 IT contracts at
the former DHS.
The legal campaign
against waste and constitutional violations is growing. Requests for
copies of all IT personal services contracts will be made to the
following 13 departments:
- CalTrans
- DCA
- DGS
- DOJ
- DTS
- FTB
- Water Resources
- CDCR
- DDS
- DMV
- DSS
- EDD
- HHS
The
value of current, executed IT personnel services contracts expiring on
or after January 1, 2008, at all agencies statewide is more than $1.5
billion.
Several departments are spending more than $50 million each:
- Franchise Tax Board
- Department of Social Services
- Department of Motor Vehicles
- Department of Technology Services
- Department of Consumer Affairs
- The combined expenditures of Department of Health Care Services and Department of Public Health total more than $50 million
Several more departments will spend more than $30 million:
- The Department of General Services is spending $47 million
- CalTrans is spending $41 million
- Employment Development Department is spending $50 million
- Department of Industrial Relations is spending $33 million
