Unit 3 includes teachers and librarians at the Department of Rehabilitation, Department of Mental Health, Department of Developmental Services, California Department of Education Special Schools (Blind and Deaf) and Diagnostic Centers, Division of Juvenile Justice and the Division of Adult Institutions in the California Department of Corrections and Rehabilitation.

Unit 3 Alert: Bargaining Update - June 7

Today our Bargaining Unit 3 team - representing Professional Educators and Librarians - spent today bargaining with the state and signed several tentative agreements. In an exciting step forward, the team reached agreement on a contract provision that would require all five departments in which Unit 3 members work, to offer training for employees at risk of assault.  The training focuses on defusing potentially violent situations our teachers may face, whether from agitated students or members of the public. 

"Many of our teachers work in institutional settings," said Collette Gau-Cunningham, Unit 3 team member, "But others, like our orientation and mobility specialists, take trainees into urban areas and never know what hazards they will face in that environment."

Unit 3 Alert: Bargaining Update - May 31

Today our Bargaining Unit 3 team - representing Professional Educators and Librarians - signed 54 tentative agreements most of which extend rights and protections gained in previous negotiations.

However, after six weeks of unit-specific BU3 bargaining, the state has failed to agree to any proposals that reflect the priorities of BU3 members.  Flexible time off, improved salary schedules, enhanced industrial disability leave for injured Department of Rehabilitation members... even the right to have our professional practice evaluated by a credentialed administrator - all these proposals have been rejected by the state.

Unit 3 Alert: Bargaining Update - May 28

Today our Bargaining Unit 3 team - representing Professional Educators and Librarians - signed a tentative agreement that adds the Department of Rehabilitation (DOR) to the four other agencies that provide our members with training to prevent & manage assaultive behavior.

We also provided the state with additional evidence to support our salary proposals for correctional librarians and educators the Department of State Hospitals, the Department of Developmental Services and DOR. 

Unit 3 Alert: Bargaining Update - May 17

Today our Bargaining Unit 3 team - representing Professional Educators and Librarians - signed a tentative agreement with the state.

We signed a tentative agreement on temperature control in classrooms that incorporates into our contract, language from a side letter. The new language guarantees classrooms in juvenile correctional facilities will be maintained between 60 and 85 degrees.

Unit 3 Alert: Bargaining Update - May 15

Today, Local 1000 returned to the negotiating table to meet with representatives from the state and continue bargaining for our new contract. The state spent the last two weeks reviewing the proposals we gave them in April - 29 Master Table proposals affecting all Local-1000 represented employees, and 50 different proposals affecting our nine individual bargaining units.

During that same time, the bargaining team took this opportunity to host six town hall and 158 worksite meetings up and down the state. They updated members and encouraged them to become active because each member is critical to successful contract fight. Before and after each town hall meeting, bargaining team members spoke one-on-one with attendees, connecting with them on a more personal level to hear their comments and answer their questions.

Bargaining updates brought to the worksite!

Between April 29 and May 10, more than 100 Bargaining Update Meetings are scheduled at worksites all over California to inform members about our bargaining progress. Our bargaining team members are working hard to build upon our previously hard-fought contract wins by strengthening employee rights and benefits, providing additional compensation and improving our medical coverage.

At these meetings, you will receive information regarding what we have presented to the state, any resulting developments, and you will have the opportunity to ask questions. You'll also have an opportunity to become part of a Contract Action Team (CAT) to deliver news about bargaining and contract actions to your coworkers. Our contract starts and ends with you! Be sure you're there every step of the way! 




Local 1000 signs first tentative agreement impacting all employees

Local 1000's bargaining team signed the first tentative agreement of our new contract at the master table today, one that provides a huge advance in our fight against outsourcing.

The agreement makes permanent the Budget Solutions Task Force that was established by the June 2012 Side Letter Agreement. The ongoing work of the task force is to achieve real savings by reviewing and analyzing private vendor contracts. It also reduces the use of outsourced work that can be done more efficiently and at less expense by state employees.

Our bargaining team presented a new proposal today that would limit the state's ability to use retired annuitants and student assistants - another provision of the side letter agreement to be made a permanent article in our contract.

Today's negotiations also included further discussion of our proposal to improve the business and travel expense article. Local 1000 members provided expert testimony about out-of-date and insufficient reimbursement and per diem rates.

Local 1000 returns to the bargaining table tomorrow and again on Friday.

Unit 3 Bargaining Update - Friday, April 19

The Unit 3 bargaining team returned to the table today - for the second time this week - to focus on issues of importance to the Professional Educators and Librarians represented by Local 1000. 

Unit 3 presented three proposals to the state today, all related to pay issues. Here is what we proposed: 

  • A salary schedule for correctional librarians that would recognize those classifications for their education, professional development and years of service.
  • For correctional educators, a single salary schedule that would apply to all correctional facilities, giving many of them a pay increase.
  • For teachers at DDS, DSH and DOR, a salary schedule that would recognize them for their education, professional development and years of service

Unit 3 Bargaining Update - Monday, April 15

 

Dear Unit 3 Employee,

 

Your bargaining team met with the state to present seven detailed proposals pertaining specifically to our unit. These proposals seek to protect our existing contract language and improve our unit specific interests.

 

Our proposals would:

 

  • Improve employee discretion in scheduling time off during the 220-day academic calendar
  • Provide a $1400 stipend for teachers who tutor students for the California High School Exit Exam in the State Special Schools
  • Increase stipends for teachers who coach athletic teams or other extracurricular activities
  • Require training in prevention and management of assaultive behavior for teachers in the Departments of Rehabilitation and Education
  • Extend enhanced industrial disability leave benefits to Department of Rehabilitation teachers, benefits currently available in CDCR, DDS, DSH and CDE
  • Ensure that performance evaluations concerning professional practice be prepared by credentialed administrators
  • Create transparency for the compensation of teachers in the California Department of Education by requiring the information be provided to teachers and to SEIU Local 1000
We will return to the bargaining table on Friday, April 19 to present proposals concerning librarian compensation and other bargaining unit priorities.
