MOU bill remains in limbo

The Legislature's regular session has adjourned with our contract bill (AB 88) in limbo. Along with more than 20 other critical pieces of legislation--including water bonds, wildfire and environmental protections--Local 1000's contract bill was held up early Saturday by Republican legislators who refused to pass bills requiring a two-thirds vote.

"Our contract bill stalled because it was caught up in the larger dysfunction in the Capitol," Local 1000 President Yvonne Walker said after the Legislature adjourned at 5:30 a.m. Saturday. AB 88 received support from all 25 Senate Democrats, but needed two Republicans to reach the required two-thirds.

On Thursday, July 9, the Local 1000 Council voted unanimously authorizing the union’s officers to seek member support for concerted actions up to and including a strike to protect our members’ pay, benefits and job security.

However, any authorization for job actions can only come following a majority vote of Local 1000 members.

Beginning the week of July 13 and throughout the month, the union will hold meetings statewide and will begin a voting process seeking member support for the Council’s decision.

On Friday July 10, in an open letter to the governor Walker said, "We cannot and will not allow you to use state workers as pawns for your political games." She added, "While we continue to battle for quality public services we are now standing up for ourselves as well."

SEIU and Local 1000’s campaign for a balanced solution to the state’s budget crisis, now has the support of the Democratic majority in the Legislature.  However, once again, the governor is threatening to veto any combination of revenues and cuts and is demanding only deep cuts to vital services and is holding out to cut our pay another five percent.

Republicans refuse to honor ratified agreement 

The bill containing our ratified agreement, AB 964, was delayed Monday when it failed to win the necessary two thirds margin to pass the state Assembly because Republicans refused to honor the agreement we reached with Gov. Schwarzenegger to help the state through its worse fiscal crisis in decades. 

“How could 29 Republican legislators refuse to support a bill that saves the state so much money? This bill will save the state $340 million and could lead to nearly $1 billion in savings if applied to all state workers,” said Local 1000 President Yvonne Walker.  “We negotiated this contract with the governor in good faith to help close the budget shortfall. More than 90 percent of our members voted to ratify this agreement.  Once again, Republicans failed to do their jobs. ”  

Local 1000 is asking thousands of state workers in Republican districts to demand that their representatives support AB 964. 

Ratified agreement moves forward

The bill containing our member-ratified agreement moved through the Assembly Appropriations Committee Wednesday and on to the full Assembly.

The bill, AB 964, passed on a party-line vote with unanimous Democratic support, after Committee Chair Kevin De Leon (D-Los Angeles) called on fellow Assembly members to support the legislation. All Republican members of the committee abstained.

New agreement clears legislative hurdle

Our ratified agreement is expected to be heard by the Assembly Appropriations Committee this week.
 
The bill – AB 88– passed its first hurdle when it was approved by the Assembly Public Employees, Retirement and Social Security Committee by a 4-2 vote.

Local 1000 President Yvonne Walker joined representatives of the Department of Personnel Administration speaking in support of the bill. “The committee recognized the hard work by Local 1000’s elected bargaining team,” Walker said.

The governor’s poorly implemented furlough plan has spawned dramatic examples of waste, ranging from closures at revenue-generating departments like Motor Vehicles and Employment Development to furloughed workers being scheduled for overtime.

1. I thought the contract protected me against layoffs. Why did I get a layoff notice?

Employees have not received layoff notices. What they received was a surplus letter. The governor sent surplus letters to 20,000 state employees with the lowest seniority. Under Local 1000’s tentative agreement, employees are protected from layoffs unless their office or agency is closing down. Local 1000 employees who receive surplus letters will have priority in obtaining new positions.

After more than nine months of hard-fought negotiations Local 1000 has reached tentative agreement with the state on a new contract, despite the deficit-riddled state budget exploding red ink, a governor emboldened by a court ruling upholding his right to furlough state workers and mounting public pressure on state employees as thousands of Californians are laid off each week.

SEIU Local 1000 reaches agreement after marathon bargaining

After more than nine months of hard-fought negotiations during dismal economic times, the state and its largest employee union - SEIU Local 1000 - reached a tentative agreement late last night covering 95,000 state workers through June 30, 2010.  

The settlement awaits ratification by the union's elected 250-member State Bargaining Advisory Council; it will then be put to a vote of all Local 1000 members. The agreement must also be approved by the state Legislature and signed by the governor.
