Layoffs to start no earlier than September 15
Local 1000 Bargaining Unit Chairs met with the Department of Personnel Administration (DPA) earlier this week. DPA announced that:
- For those who received layoff notices in May, layoffs will begin no sooner than September 15, 2009. Affected employees will receive a written notice of their effective day of layoff a minimum of thirty days in advance of the layoff. Some employees may start receiving notices in mid to late August.
- Departments will use vacancies to mitigate layoffs.
- The Governor has announced a second wave of layoffs of 2000 employees. Departments are currently developing or modifying their layoff plans. Employees impacted by this second wave of layoffs will be placed on SROA status for 120 days.
Bargaining sessions on layoffs are scheduled between Local 1000 and CDCR, FTB, DMH, DHCS, DVA and DDS on July 29, 30 and 31st. Additional sessions, for other departments, will be scheduled in August.

What You Can Do To Help Yourself
Layoffs/SROA notices can be stressful and there are several important things you can do:
- Take
advantage of your EAP (Employee Assistance Program) benefit. This is a
free, confidential service. Trained counselors can help you and your
family members.
- Make sure your seniority calculation (your months of state service credits) is correct.
- If
you haven't already, fax your layoff notice to Local 1000, (916)
554-1269. Local 1000 is reviewing the layoff notices to check for
irregularities and inconsistencies with the process.
