Amendment to Layoff Plan Related to the Closure of CCC Announced by CCHCS and CDCR

This week, SEIU Local 1000 received pertinent information concerning our ongoing work to reduce the impact of California Correctional Center (CCC) facilities on our members.

Our Union has been pressuring California Correctional Health Care Services (CCHCS) during negotiations to remove as many employees as possible from layoff plans related to the closure of CCC in Lassen County. Employees in the classifications below were facing relocation or separation from state service, but CCHCS has identified enough positions within Lassen County to be able to mitigate the following classifications and remove them from the impact of layoffs as of April 25, 2023:

  • Office Assistant
  • Office Technician
  • Laboratory Assistant
  • Registered Nurse
  • Licensed Vocational Nurse

Employees in these classifications were informed of this mitigation this week. CCHCS used involuntary transfers to High Desert State Prison (HDSP) to mitigate these positions. Under the original closure plans, positions in these classifications were subject to layoffs.

The Department also identified five classifications that did not receive notice of their SROA status on the correct timeline, and therefore their employment and SROA eligibility will be extended to July 27, 2023. Represented employees in these classifications received information about this extension this week:

  • Staff Services Analyst
  • Associate Governmental Program Analyst
  • Health Program Specialist I
  • Health Records Technician I
  • Registered Dental Assistant

The Department is offering to provide employees the opportunity for one-on-one conversations if they have any questions about information in the letters they have received.

The California Department of Corrections and Rehabilitation (CDCR) has also informed us that they have mitigated the classifications below as part of the CDCR CCC Closure layoffs. As a result, State Restriction of Appointment (SROA) and Surplus status for these classifications and remaining impacted employees in these classifications will end effective close of business on April 25, 2023.

  • Accountant Trainee
  • Vocational Instructor – Auto Body and Fender Repair
  • Library Technical Assistant

We are scheduled to continue negotiating the outstanding issues related to layoffs with both CDCR and CCHCS on Friday, April 28. Our Union team’s continued pressure on the departments led to this mitigation, and we are committed to continue this pressure to reduce impacts of the closures.
