Leadership elections – Available Positions

Eligible stewards, meeting the established eligibility criteria, may nominate for and run for one (1) position from the list below:

Local 1000 statewide officers

President
The duties of the president include administering the affairs of Local 1000, be the Local 1000 representative on the CSEA Board of Directors, carry out the policies, procedures, strategic plans and programs of the Local 1000 council, and shall perform other duties as set forth in Policy File section 3CSD0.03.

Vice President/Secretary-Treasurer
The vice president/secretary-treasurer shall assist the president in administering the affairs of Local 1000, serve as chief financial officer, be a Local 1000 representative to the CSEA Board of Directors, and shall perform other duties as set forth in Policy File section 3CSD0.03.

District Labor Council (DLC) officers

DLC President
The DLC president shall be responsible for the activities of the DLC, ensure proper administration of the DLC, and shall perform other duties as set forth in Policy File section 4CSD0.05.

DLC Vice President
The vice president is responsible for the administration of the contract enforcement program and shall perform other duties as set forth in Policy File section 4CSD0.05.

DLC Secretary/Treasurer
The secretary/treasurer is the financial officer of the DLC and shall perform other duties as set forth in Policy File section 4CSD0.05 (1-7)

If the DLC has divided the office of Secretary/Treasurer, then the duties shall be as follows:

DLC Treasurer
The DLC Treasurer shall coordinate the financial records of the DLC with Local 1000 and shall perform other duties as set forth in Policy File section 4CSD0.05 (2), (I to V).

DLC Secretary
The DLC secretary shall maintain minutes of all DLC meetings and shall perform other duties as set forth in Policy File section 4CSD0.05.

Worksite Locals

Local Senior Steward
The senior steward is responsible for all activities of their local within the DLC.

Local Secretary/Treasurer
The secretary/treasurer shall maintain minutes of all worksite union meetings and prepare the budget with the assistance of the senior steward.

District Bargaining Unit Representative

DBUR
Each DLC shall have at least one (1) DBUR from each bargaining unit within the jurisdiction of the DLC, with the exception of Unit 14 and Unit 21, where five (5) DBURs are elected statewide. DBURs participate in Statewide Bargaining Advisory Committee (SBAC) meetings and elect the BUNC, the Chair, Vice Chair, and Alternate Vice Chair of the units they represent.

DBURs are the representative for the bargaining support program and shall perform other duties as set forth in Policy File section 4CSD0.06.

Classification Bargaining Unit Representative

CBUR
CBURs are the representatives for Unit 1 classifications in the bargaining support program and are elected statewide based on their respective classification group and geographic region. CBURs participate in Statewide Bargaining Advisory Committee (SBAC) meetings and, with the Unit 1 DBURs, elect the BUNC, the Chair, Vice Chair, and Alternate Vice Chair.

CBURs serve as the conduit for information from the SBAC and the BUNC to their classification group/committee and participate in bargaining campaign activities and membership recruitment activities.

Overview

CA Correctional Center (CCC) Susanville Closure

The California Correctional Center (CCC) is scheduled to close as of June 30, 2022, and our Union is working on this issue closely. The Department is still finalizing their timeline and larger closure plan, and we will be updating this page with information as we receive it. At this time the only information that we have is the proposed closure date.

Cybersecurity Apprenticeship Program

SEIU Local 1000 is currently recruiting candidates for the second cohort of the Cybersecurity Apprenticeship Program. The Cybersecurity Apprenticeship Program is offered jointly by SEIU Local 1000, California Department of Human Resources (CalHR), and American River College (ARC). This program is designed to provide state employees, who meet specific criteria, with cybersecurity education, skills, and experience.

DVI Closure Update:
CDCR Carrying out Additional Round of Voluntary Transfer Process (VTP)

In order to further mitigate possible negative impacts to SEIU Local 1000-represented employees as a result of the DVI closure, CDCR will be carrying out a second round of the Voluntary Transfer Process (VTP). While the first round of VTP was only applicable to employees at DVI, this round will be broadened to include employees at CHCF and DJJ-Stockton. Eligible employees should have received their VTP packets on Tuesday, June 22, 2021, and will have until Tuesday, June 29, 2021, to turn them in.

SEIU Members Make Key Endorsements:
Re-elect Tony Thurmond as Schools Superintendent, Keep Rob Bonta as Attorney General

Sacramento, CA (June 24, 2021) — The 700,000 member Service Employees International Union (SEIU) California today announced two endorsements in the 2022 primary election for statewide offices. Members of SEIU local unions in California come together with one voice to make endorsements for state offices; SEIU members have come together to decide they will work to re-elect Tony Thurmond as Superintendent of Public Instruction and to elect Attorney General Rob Bonta to another, full term.

Side-letter negotiations end pandemic pay cuts; 2.5% pay increase is included

Local 1000 members will feel some real financial relief effective July 1, 2021, after our member-led bargaining team won an agreement that reverses the adverse effects of the side letter.

On July 1, 2021, all represented employees will receive a total of 4.55% in general salary increases. This includes the 2.5% increase from 2020 that was deferred and the 2.0% increase for 2021. In addition, an extra 0.05% has been added to account for the compounding of the two originally negotiated increases.
