Civil Service Career Exploration Program

We are very excited to announce the first application period for the Civil Service Career Exploration Program Pilot!  This program is a partnership between SEIU Local 1000 and the California Department of Human Resources (CalHR), which aims to provide state employees represented by SEIU Local 1000 with structured career development and opportunities to enhance their skillset within their current positions.

Custodial to Office Administration Apprenticeship Program

We are excited to announce the first application period for the Custodial to Office Administration Apprenticeship Program!  This program is a partnership between SEIU Local 1000 and the Department of General Services (DGS) and is the product of efforts that began in 2018. This apprenticeship provides Custodians working at DGS with guided opportunities to pursue new careers while retaining their current positions. Through this program, Custodians are provided with the opportunity to obtain the skills required to succeed in administrative occupations.

Apprenticeship Details

LVNs admitted to these apprenticeship programs retain their permanent positions while in the program. LVNs gain the requisite RN skills and competencies through a combination of classroom theory, clinical experience, and on-the-job training. This program prepares individuals to function fully and effectively as RNs working for CCHCS under the complete care model. Our contract language provides time off without loss of pay (“20/20 time”) for apprentices to participate in classes and clinicals. Many of the costs associated with participation in these apprenticeship programs are covered by grant funding.

LVN-to-RN Preapprenticeship Expansion

Local 1000, in partnership with CCHCS, is excited to build on past training efforts by announcing a new pre-apprenticeship program beginning in fall 2023.  With coursework offered through San Joaquin Delta College, Sacramento City College, and Riverside City College, this program is intended to support LVNs who are pursuing the LVN-to-RN apprenticeship program but need assistance to complete core science prerequisites.  Preapprentices will have their tuition waived as they continue to complete the requirements on their pathway to becoming a Registered Nurse.

LVN-to-RN Apprenticeship Program
Licensed Vocational Nurses (LVN) to Registered Nursing (RN) Apprenticeship

In 2017, Local 1000 worked to launch the very first LVN-to-RN civil service apprenticeship program in the country, offering upward mobility to Unit 20 healthcare workers at California Correctional Health Care Services (CCHCS). Since then, we have continued to grow our program by partnering with San Joaquin Delta College, Sacramento City College, and Riverside City College. With the support of grant funding secured by Local 1000’s research department along with supplemental funding from SEIU HCAP, Local 1000 has registered over 75 apprentices in these apprenticeships.

SEIU Local 1000 is currently recruiting candidates for our third cohort of the Financial Services Apprenticeship Program.  This cohort of the Financial Services Apprenticeship Program is offered jointly by SEIU Local 1000, California Department of Human Resources (CalHR), Employment Development Department (EDD), California Department of Tax and Fee Administration (CDTFA), California Department of Corrections and Rehabilitation (CDCR), California Public Employees Retirement System (CalPERS), Department of State Hospitals (DSH), California State Lottery (CaLottery), Department of Industrial Relations (DIR) and American River College (ARC). This program is designed to provide state employees, who meet specific criteria, with education, skills, and experience in financial services occupations.

If selected, apprentices enter a Training and Development Assignment in a financial services occupation for a period of up to two years.  During this time, they receive on-the-job training within their current department and related instruction in accounting and auditing through American River College.  At the conclusion of the program, apprentices will meet the minimum qualifications to apply to an Accountant Trainee or Tax Auditor classification!

In order to apply, you must complete and submit the Financial Services Apprenticeship Program Application. Applications must be received no later than 5:00 p.m. on September 15, 2022. Interviews will be held this fall, and classes are scheduled to being as early as January 2023.  Incomplete applications will not be considered. In order to apply, you must do the following:

  1. Apply to American River College for the Spring 2023 semester.
  2. Complete and submit the Apprenticeship Application online or via mail.
    • Applicants interested in applying to multiple opportunities hosted by their department will need to submit separate applications for each opportunity they would like to be considered for.

Apprenticeship Details

SEIU Local 1000 continues to expand the scope of apprenticeship opportunities it works to provide to our members. In 2017, the nation’s first public sector IT apprenticeship program with a networking focus was launched.  The program has since broadened to also include a focus of help desk/client services. Nearly 50 IT apprentices have been registered so far, and they receive on-the-job training as well as college level instruction. Many of our apprentices have already received promotions into their sought-after IT classifications. In 2019, SEIU Local 1000 partnered with Government Operations Agency, the California Department of Technology, Division of Apprenticeship Standards, IBM, and American River College to establish an apprenticeship aimed at mainframe computing. The most recent addition to SEIU Local 1000’s portfolio of apprenticeships is the Cybersecurity Apprenticeship Program, which has been developed as another partnership with American River College, along with the Division of Apprenticeship Standards, Franchise Tax Board, and Labor & Workforce Development Agency.
