EDD Auto Electronic Determinations
On Friday, October 27, SEIU Local 1000 met with EDD regarding the implementation of the
E-Dets. The new E-Dets will streamline the process for online users and will be implemented at the beginning of 2024. Employees will be trained regarding the new process throughout November and December.

Closure Update: LVN Classification Added to CAC Closure Mitigation
We recently learned from CCHCS that they have expanded their In-County mitigation process related to the closure of CAC to include employees in the LVN classification. Inclusion of LVNs in this process means that the LVN classification will not be part of the layoff process when CAC closes as there are enough vacancies in Kern County for impacted LVNs to fill so all impacted LVNs will be placed at a different facility in Kern County.

After more than four months of intensive negotiations, with support from thousands of Local 1000-represented workers, we won the largest contract in our union’s history.
Members really made the difference, and they’re the ones that helped bring this contract home. It’s a contract that puts more money in our pockets and improves working conditions. We won a 10% general salary increase, special salary and wage adjustments for more than 300 job classifications, a health care stipend and a reduction in pre-retirement deductions.

FAQs
When does our contract become a law?
Senate Bill 148 (State employment: State Bargaining Units: agreements: compensation and benefits) was signed by Governor Newsom and chaptered by the Secretary of State on Sept. 13th.
What happens next?
CalHR will issue a Pay Letter to the State Controller’s Office (SCO) notifying the SCO about the changes to the California State Civil Service Pay Scales.
When will we see changes to my paycheck?
This is dependent on the State Controller’s Office. Possibly November or December.
Do we get back pay?
Yes. The General Salary Increase (GSI) and Special Salary Adjustments (SSA) are retroactive to July 1, 2023. You should receive this pay in November or December 2023 but this is dependent on the State Controller’s Office.
When does the Other Post-Employment Benefits (OPEB) reduction take effect?
The 0.5% reduction — lowering the OPEB contribution from 3.5% to 3% — takes effect the first pay period following ratification. The reduction should be seen on our November paycheck.
When does the $165 health care premium contribution take effect?
The State’s additional $165 contribution to employee’s health care costs will take effect in December 2023. Click here to determine what your healthcare cost will be in 2024 with this additional contribution.
Gov. Newsom signs SB148 into law, securing funding for our contract
It’s official — we now have a full-executed contract with the State after Governor Newsom signed the bill (SB148) that funds our compensation and benefits for the next three years.
Our bargaining cycle, which began early this year and included town halls, bargaining surveys, and more than four months of intense negotiations, has now come full circle.
Members vote “Yes” to ratify new contract!
SEIU Local 1000 members have voted overwhelmingly in favor of ratifying the Tentative Agreement (TA) with the State of California.
The breakdown by bargaining unit of members that voted ‘Yes’ in person, by mail, or electronically is as follows:

Highlights of the new contract include:
- 10% General Salary Increase — 3% retroactive to July 2023, 3% on July 1, 2024, and 4% on July 1, 2025 — through the term of the contract*
- $165 Direct Monthly Premium Health Care Stipend with no expiration date
- Nearly 170 Special Salary Adjustments and 150+ Wage Equity Adjustments that together impact over 40,000 Local 1000 workers
- 0.5% reduction in OPEB, our worker retiree health care plan
- Health Care Facility Retention Payments on three levels to eligible employees who worked onsite or provided in-person services more than 50% of the time during the pandemic
The California Legislature must now vote on the agreement’s economic provisions and any legal changes prior to implementation. Once the bill receives legislative approval, the agreement goes to the Governor for his signature.

*On July 1, 2025, all Local 1000 employees will receive a 4% GSI as long as the Department of Finance determines they can fund the entire amount. Otherwise, it may be adjusted downward by 1%.
