DGS-OSP Meet and Confer
On Tuesday, February 14, 2023, SEIU Local 1000 met with the California Department of General Services (DGS) to discuss the reissue and/or update of employee policy documents without proper notice to the Union.
Background:
Bargaining Unit (BU) 14 leadership was alerted by membership that the Office of State Printing (DGS/OSP) had initiated the process of updating and/or reissuing employee policies and requiring that employees provide signature acknowledgement of receipt.
Department of Real Estate (DRE) Remediation Process
Meeting Update form January 18, 2023
On Thursday, January 18, 2023, our SEIU Local 1000 member team and staff met with leadership from the Department of Real Estate’s (DRE) legal division to discuss the new remediation process that legal support staff began working on in late November. We became aware of this new process because some of our represented employees contacted our URC to get additional information about the process, and we verified that we never received a notice from the Department on this issue at which point we reached out to the Department.
EDD (PI) Conversion Ratio
Meeting Update From January 20, 2023
On Friday, January 20, 2023, your SEIU Local 1000 Union team met with the Employment Development Department (EDD) regarding the ratio of Permanent Intermittent (PI) employees currently employed with the Department. Article 18.2.1 of our MOU outlines that only 20% of the workforce of Employment Program Representatives (EPRs) or Disability Insurance Program Representatives (DIPRs) in any branch of EDD can be filled by PI employees. The meeting was to discuss solutions to the very high ratio that the Department currently has of PI employees.
Bargaining Unit 3 OCE Academic Calendar_2023-24
Bargaining Unit 3 members of SEIU Local 1000 met with State representatives twice in the month of December 2022 to confer on the proposed 2023-2024 Academic Calendar for the teachers in the California Department of Corrections and Rehabilitation, Office of Correctional Education (OCE).
Representational Win: Safety Improvements for Dental Assistants at Pelican Bay
Ensuring the workplace safety of our represented employees is an SEIU Local 1000 priority. Recently, the hard-earned rights of Bargaining Unit 20 Dental Assistants working at Pelican Bay State Prison were reaffirmed by our Union after winning arbitration.
Susanville News: Financial mitigation agreement reached
Our Union team met again with the state regarding the financial aspects of the Voluntary Transfer Process (VTP) on Thursday November 10th. Throughout the negotiations regarding the VTP, the state did not move from their initial relocation support payment of $1,500. Our team knew that number was not enough to fully support the needs of our impacted employees in Lassen County, choosing to extend negotiations in an attempt to secure more financial support for our represented employees.
DVI Closure Update:
CDCR Carrying out Additional Round of Voluntary Transfer Process (VTP)
In order to further mitigate possible negative impacts to SEIU Local 1000-represented employees as a result of the DVI closure, CDCR will be carrying out a second round of the Voluntary Transfer Process (VTP). While the first round of VTP was only applicable to employees at DVI, this round will be broadened to include employees at CHCF and DJJ-Stockton. Eligible employees should have received their VTP packets on Tuesday, June 22, 2021, and will have until Tuesday, June 29, 2021, to turn them in.
Agreement Reached to Mitigate the Impacts of CCC/Susanville Closure
A Local 1000 Bargaining Team—made up of a number of directly impacted employees and the Bargaining Unit Chairs for those Units— have reached an agreement with the State outlining the process, eligibility and support that our represented employees will have if they choose to participate in the Voluntary Transfer Process (VTP) in advance of the June 20, 2023 closure of the California Correctional Facility (CCC) in Susanville.
CCC/Susanville Closure Update
Negotiations Underway Regarding Mitigation
Local 1000’s Contract Department is working with our represented employees at Susanville’s California Correctional Center to help them understand the process and procedure of the June 30, 2023 closure of that facility.
Our team has completed two days of negotiations with CDCR regarding the Voluntary Transfer Process. An agreement has yet to be reached, as the parties present proposals and counter-proposals that will govern the process. A third day of bargaining with the state is scheduled for Tuesday, October 25, 2022.
