Meet and Confer Update

On Tuesday, April 27, 2021, our Union met with the California Health Benefit Exchange, also known as Covered California (HBEX), to meet and confer over the soon-to-be implemented “Workday,” a Human Capital Management System (HCM) intended to modernize human resources (HR) functions. This system will replace the department’s current paper-driven business processes with automation solutions and system functionality.

Management provided demonstrations on various aspects of the system, particularly around how employees will utilize the time entry and time-off request functions, as well as how the system will support recruitment and hiring, and Performance Management. The new system will potentially be a great asset and tool for our members by creating more efficiency and transparency.

At the same time, our Union team raised concerns to ensure that every member receives the proper training, tailored for different learning styles, and ongoing support to best be able to adequately utilize this new system. Additional concerns were raised regarding the time-off request approval process, as well as how this system may enhance accountability for receiving performance feedback.

The implementation date for the full launch at each worksite is projected to be June 21, 2021, with virtual trainings provided to all staff within the two-weeks leading up to the implementation date. It is important for all members to ask lots of questions during the initial training and to advocate for the support needed. This is especially true for those who are trained first, as this will set a precedent for all future trainings.
