SEIU Local 1000 Apprenticeship Program Continues Expansion

For workers looking to build a career in the public sector, the challenge of developing their skills can be daunting. Meeting the qualifications that ensure state workers are prepared to serve the people of California is sometimes a difficult task, but SEIU Local 1000’s Apprenticeship Programs help make this process more accessible. Apprenticeships provide a way to learn important skills for specific roles and build a career as a state worker. These programs’ classes and trainings provide on-the-job training and related instruction in coursework focusing on a variety of roles. This year, SEIU Local 1000 is continuing our existing Apprenticeship programs with new cohorts of apprentices, including our second cohort of Financial Services Apprentices, which launched in August, and our upcoming Cybersecurity and LVN-to-RN Apprenticeship cohorts, which will continue to provide training to employees.

Our Financial Services Apprenticeship program, which launched in August 2021, was offered to represented employees working for a variety of departments, from the California Department of Tax and Fee Administration (CDTFA) to the Department of General Services (DGS) and Employment Development Department (EDD). Those who were accepted into the program are registered as apprentices and enter a Training and Development assignment in a financial services position in the Sacramento area for a period of up to two years. This apprenticeship provides instruction in accounting, auditing, and financial analysis at American River College. Upon completion of the program, apprentices will meet the minimum qualifications to promote into an Accountant Trainee, Tax Auditor, or Tax Compliance Representative classification.

Our new cohort of the Cybersecurity Apprenticeship program, which launched on September 15, is a continuation of our first cohort of apprenticeships which ran this summer. The Cybersecurity Apprenticeship Program is offered jointly by SEIU Local 1000, CalHR, and American River College. This program is designed to provide state employees with cybersecurity education, skills, and experience. At at the conclusion of the program, apprentices will meet the minimum qualifications to apply for an IT Specialist I classification.

Our upcoming cohort of LVN-to-RN Apprenticeships, the first of its kind in the country, was expanded to cover LVNs across the state, thanks to SEIU Local 1000’s Research Department successfully securing a third grant to expand the program to Riverside City College (RCC). This program will provide education through distance learning to accommodate workers impacted by COVID and those who live in areas without access to an in-person program. LVN-to-RN apprenticeships, currently limited to LVNs working at CCHCS, allow employees to retain their permanent positions while in the program. LVNs gain the requisite RN skills through classroom work, clinical experience, and on-the-job training. Thanks to our contract, LVN apprentices receive time off without loss of pay (also known as “20/20 time”) for apprentices to participate in classes and clinicals.
