We have been informed by CDCR and CCHCS that on January 4, 2021, the Department will be sending documents related to the initial calculation of seniority scores for department employees both at Deuel Vocational Institution (DVI) and employees at surrounding San Joaquin CDCR worksites that could possibly be impacted by the DVI closure. This information will be sent both electronically and via hard copy by mail and will include documentation that allows an employee to update their initial scores.  

We want to note that these score calculations are to assist in carrying out the not-yet-finalized mitigation processes by the Department. Our Union will be negotiating the specifics of this process with the Department. This mitigation process is separate from the State Restriction on Appointment (SROA) process that governs staffing reductions as a result of this closure. As of now, the closure date is set to occur in September 2021. 

We are in the process of gaining additional information from the CDCR and CCHCS on their proposed timelines, as well as securing a timeline for our negotiations. We will keep this space updated as we find out more – particularly regarding the outcome of our negotiations with the Department about the mitigation process and how that process may or may not impact facilities around DVI.
