Bargaining Unit 3, the unit representing our Professional Educators and Librarians, met with the state on Tuesday, April 28 for the first day of unit-specific negotiations for our 2026 Contract.
“Unit 3 is listening,” said Unit 3 Chair Bob Holtz. “We reviewed the bargaining survey, we spent the three weeks crafting language based on the priorities identified in the survey, and we delivered those priorities to the state.”
During our session, we proposed language changes to 9 articles in the contract, including:
- 25.13.3 CDCR Office of Correctional Education, Academic Teacher/Vocational Instructor Salary Schedule Placement
- 25.6.3 Personal Necessity Leave
- NEW Language: 19.19.3(a) Guidelines for Applying Work Week Group E Policy
- 19.1.3 Hours of Work
- 21.25.3 Work Assignment Notification
- 13.6.3 Performance Appraisal of Permanent Employees
- 21.16.3 Professional Responsibility
- 10.19.3 Positive Behavioral Support Training
- 21.11.3 Class Size
These proposals reflect the priorities you identified in the bargaining survey and are aimed at strengthening working conditions, professional standards, and clarity in our contract. The state is now reviewing our proposals, and we expect ongoing discussions as negotiations continue.
As Holtz shared, “We want to work through negotiations collaboratively, engaging in deep and thoughtful discussions with the state.”
Our Unit 3 Bargaining Team will continue to fight for what we deserve and institute discussions with the state that are representative of our members’ priorities and aim to protect the integrity and expectations of our classifications.
