We want to provide the latest update from ongoing bargaining discussions and share where negotiations currently stand. Your BU 20 bargaining team met with the State across two recent bargaining sessions.

Below is a summary of key updates from the sessions:

Tentative agreements (TAs) reached, protecting existing contract language:

  • 8.25.20 – CDCR/CCHCS Vacation Scheduling – Dental Assistants and Dental Hygienists

  • 11.73.20 – Department of Developmental Services (DDS), Porterville Developmental Center (PDC) – Support Services Assistant, Interpreter Pay Differential

Several important article sections have now been moved to the Master Table, including.

  • 11.1.20 – Special Salary Adjustments
  • 11.2.20 – State Special Schools Recruitment and Retention Differentials
  • 11.61.20 – Split Shift Differential

Because these items are now being addressed at the Master Table level, there are currently no additional unit-specific bargaining sessions anticipated over the next couple of weeks while statewide negotiations continue.

 Additional article sections update:

  • 12.9.20 – Overtime Meal Allowance
The bargaining team proposed changes to this article section that would positively impact all represented employees. This item is currently awaiting the state’s response.

  • 12.11.20 – Uniform Replacement Allowance
The bargaining team proposed automatic payment of uniform allowances to reduce reimbursement inconsistencies and clarify coverage for affected medical-related classifications.
  • 19.9.20 – Exchange of Time Off – Multi-Shift Operations
The state rejected our proposal to remove probationary restrictions related to shift swaps. Your bargaining team remains committed to pushing this issue forward and is seeking strong support from BU 20 workers to help advance this article section as a priority at the table.

  • 19.27.20 – Overtime Distribution Task Force for Fremont Special Schools
The state rejected language that would preserve Fremont employee representation in annual overtime distribution discussions. The bargaining team presented a counterproposal to continue fighting to ensure BU 20 workers maintain a voice in these decisions.
  • 20.18.20 Pilot Post and Bid for Medical Assistants CHCF Stockton
The bargaining team is committed to continuing the fight to secure post-and-bid rights for MAs. This remains a priority issue, and we are actively developing strategies to push this forward. MAs continue to be hired by the State at a consistent rate, and their numbers are steadily growing, so we are committed to helping advance this fight to ensure they receive post-and-bid rights like other classifications.

We encourage all bargaining unit 20 workers to stay engaged and watch for upcoming updates and actions. Your involvement will be important as we continue to apply pressure at the table.

As bargaining transitions further into Master Table negotiations, we will continue providing important updates and action opportunities as they become available.

In solidarity,

BU 20 Bargaining Team
