Our Union team held meet and confers with CDCR and CCHCS in March and again in June to negotiate both rounds of VTP that were carried out out for classifications impacted by the closure of CVSP. Our union negotiated agreements with the State for both rounds of VTP. Both agreements are below:

Aug. 16, 2024 – CVSP SROA Agreement Update 

Our Union team has negotiated an agreement to support our represented employees that may be impacted by the closure of Chuckawalla Valley State prison.

CVSP SROA Agreement Update

Our Union team has negotiated an agreement to support our represented employees that may be impacted by the closure of Chuckawalla Valley State prison.

Some highlights from this agreement are below:

  • Impacted employees will have the right to request an Options meeting with the department to answer any specific questions employees may have about the options in their packet. Employees also have the right to request Union representation at these meetings.
  • Employees will receive the information about their position placement after the closure, no later than August 30, 2024.
  • The agreement allows impacted employees to retain previously approved leave, access to career development programs, and Post and Bid rights.

Our Union is awaiting final updated layoff plans from CDCR and CCHCS as we know there have been changes to the plan now that the second round of VTP has been completed. Updates to the layoff plan mean that there will be some employees removed from SROA status as there are now additional classifications with enough vacancies in Riverside County to accommodate impacted employees.

Accelerated Closure Timeline

On Friday, May 10, 2024, the May Revise of the Governor’s Budget was released and included language that accelerates the closure date of CVSP.

The updated closure date is projected to be October 30, 2024.

While this does shorten the closure timeline, our Union is committed to continuing to provide as much support as we can for employees impacted by this closure. Additionally, there will be no change to any agreements we have already made with the department about these initial closure phases.

CSVP Closure VTP Amendments

We gained additional information about the timelines and details of the second VTP and had the opportunity to negotiate additional language to ensure that employees who choose to participate in this round of VTP are supported.

Employees at both CVSP and Ironwood State Prison in classifications still at risk of being impacted by the closure of CVSP will be eligible for VTP participation. Employees in classifications that have been mitigated through transfer within Riverside County will not receive VTP packets.

Due to the changed closure timeline, this second round of VTP will run concurrently with the SROA phase of the closure and employees are likely to receive both packets on the same day. Once the VTP has been carried out, the departments will update their layoff plan and employees who chose to participate in VTP and received a placement will be removed from SROA status.
