On August 21, SEIU Local 1000 received a notice regarding the Industrial Relations Representative Reclassification. The reclassification would change the title of the Industrial Relations Representative to a Labor Compliance Representative while opening opportunity for recruitment amongst the classification. We met and conferred on September 24, 2025, to discuss potential impacts.

There will be no impact on the employees already in the classification. Those in probationary status will maintain the same 12-month period, not having to enter a new probationary status. There has been a reduction in the educational requirement as well as an opportunity to use experience in lieu of educational credits. In our discussions with the state, it was determined by CalHR that this would be a cost neutral reclass. There will be no changes to the class structure, as this is already a deep class.

What to expect: November 10, CalHR will take the proposed changes to the State Personnel Board (SPB) November meeting. If approved, the same day, the class specifications will be posted on the DIR Public Website. DIR has committed to follow-up with SEIU Local 1000 regarding their timeline and plan for informing staff of changes to their duty statements and providing the conversion table for units to years of experience.
