The Local 1000 Member Resource Center connects you with a well-trained, knowledgeable union representative who can answer questions and, when necessary, refer you to professional staff for representation or other issues. Representatives are well versed in state worker needs – ranging from filing a grievance, to finding the address of a meeting, to learning about discounted theme park admissions and other member benefits.

Calls that require representation and cannot be addressed at the MRC level will be elevated to a Union Resource Center (URC) Representative responsible for their geographic area (DLC) via a referral that is tracked. URC representatives strive to respond to representational needs within 48 hours.

Union Resource Center (URC)

If you’re looking for union resources, such as finding  a representative or file a grievance, start here.

URC representatives can answer questions and advise employees about their contract rights and options about their issues. The URC primarily works with represented employees relating to worksite issues, complaints, contract grievances and provides additional representation to union members in investigatory, disciplinary and statutory appeal cases.

What is a DLC?

Contract enforcement

The union contract grievance process is an enforcement mechanism of our negotiated contract between the state and the union. Please call the MRC line at 866-471-7348 for assistance for a potential grievance case. Before a grievance is initiated, sufficient intake information needs to be gathered to establish that a contract violation occurred. The general deadline to initiate a grievance is in 30 calendar days from the date of the contract violation. However, out-of-class grievances have a 21-day deadline.

Statutory appeals

Local 1000 provides additional representation to our membership in statutory appeals to the State Personnel Board, CalHR and PERB. If you need assistance in a disciplinary, probation rejection, merit appeal, AWOL separation or other appeal matter, please call the MRC line at 866-471-7348 for assistance and a URC representative will advise you about next steps.

What’s a DLC?

Each District Labor Council (DLC) is a local chapter of Local 1000. Think of a DLC as direct leaders for your work site. DLC Leaders are responsible for moving union programs, engaging members, and building the power of our union in each local area.

There are 51 District Labor Councils within Local 1000, and each DLC president sits on the Local 1000 governing board.
