Greetings Out-of-State Employees!
Our Local 1000 Bargaining Team has just reached an agreement with CalHR that secures major wins for our out-of-state employees!
Here’s what’s in our Out-of-State Healthcare Side Letter Agreement:
State employees who are headquartered out-of-state and enrolled in a CalPERS sponsored PPO health plan because they cannot enroll in a CalPERS sponsored HMO plan will receive increased monthly payments to help cover healthcare costs (effective December 2025)

- Party Code 1 increased from $200 to $400
- Party Code 2 increased from $250 to $800
- Party Code 3 increased from $300 to $1040

This win didn’t happen overnight. Earlier this year, our bargaining team began laying the groundwork for this win by giving public comment at CalPERS board meetings. On March 18, Local 1000 leaders and out-of-state employees, David Aguinaldo and DeLonne Johnson joined dozens of other union members by calling in and delivering powerful testimony on the realities of out-of-state healthcare costs.


These meetings alerted CalHR to the severity of this issue and set the stage for Chief Negotiator Susan Rodriguez to push for a trailer bill aimed at lowering out-of-pocket premiums for our out-of-state employees. On August 12, our bargaining team met with CalHR to fight for and secure this important victory.
