The Food Services Joint Labor Management Committee (JLMC) met on March 25, 2025, to discuss the impact of the new budget on food services, equipment updates, and changes in food service methods.

Budget Concerns Across Departments: Concerns were raised about the current budget’s impact on acquiring new equipment and ingredients amidst rising prices. Representatives from various departments stated their budgets have remained stable, allowing for the replacement and installation of new equipment and food items without impact. However, some concerns were expressed about future costs due to tariffs and the California state budget for 2025-26.
Transition to Cook/Serve Method: We brought attention to the state that there have been numerous discussions in the Department of State Hospitals (DSH) that there are plans to transition from cook/chill to cook/serve method. The department provided insights, noting that Atascadero and Patton hospitals are currently using cook/serve, while Metro and Napa continue with cook/chill. Coalinga plans to transition to cook/chill but lacks a timeline and necessary kitchen setup.

Dishwashing Policies and Training: We also addressed dishwashing policies at DDS worksites. We highlighted the importance of training on equipment use and procedures. Concerns were raised about water spots on dishes, with discussions on whether they indicate uncleanliness per policy. The state agreed that there are several reasons as to why a clean dish may still have water spots.
Meet Your Food Services (Non-CDCR) JLMC Team: The JLMC team, including Kevin Quaife, Susanna Redfearn, Jesse Aranda, Marshall Ortiz, and Eric Murray, BU 15 Chair, is committed to addressing these issues and improving communication and processes within Food Services (Non-CDCR). The next JLMC meeting is scheduled for June 2025, where these issues will be further discussed in hopes of finding solutions to improve working conditions for Food Service employees.
