On February 27, 2025, SEIU Local 1000 conducted a Meet and Confer with State Fund management regarding the Performance Award Leave Balance Reduction notice that was received in December 2024. The notice indicated that employees who are over the 640-hour vacation/ annual leave cap would need to draw down those balances to be eligible for the 2025 bonus year.  In order to facilitate a quicker and more efficient drawdown, the team passed a proposal to have a one-time cashout of vacation/annual leave for 2025.

On May 15, 2025, State Fund rejected our proposal citing CalHR suspending the leave buyout program for this fiscal year. At this time there is no ability to exercise a leave buyout.

We understand the workload pressure this reduction program may have and ask that you please do your level best to bring down your vacation balances for 2025.
