On June 23, 2026, SEIU Local 1000 held a meet and confer with the Department of Motor Vehicles (DMV) regarding the Return-to-Office (RTO) mandate effective July 1, 2026. The team was able to confirm exemptions for medical or Reasonable Accommodations as well as if an employee lives 50 miles or more from their worksite and had a mutually agreeable telework policy in place as of March 2025. DMV confirmed they will also consider other requests on a case-by-case basis.
The team also confirmed there are no anticipated changes to how driver safety hearings are scheduled related to RTO or the 4 days in office requirement. DMV had not identified issue with the previous telework policy, had not identified changes to be made to the telework policy prior to the executive order, has not identified goals specific to DMV for the 4 day in office requirements, and will not revert back if the impact is determined to have had a negative impact on staffing, morale, or productivity.
The team made several proposals to DMV regarding full-time telework, parking, safe access, and commute assistance. The department confirmed they would consider and follow up at a later date during a follow-up meeting.
There are still items that need further clarification such as:
- Expectations for leave used on in office days and expectation for making them up in office
- Expectations for employees on AWWS
- If there are employees that were hired 100% remote and what the expectation is for them
- If there are any Unit 1 and 4 employees that work in the field (Not FOD) like with investigations units, etc.
- If there are employee units/offices that are delaying implementation, rotating staff, or phasing in employees due to space allocation issues
However, DMV confirmed they intend to move forward with 4 days in office, per the Governor’s mandate.
