Unit 15 Statewide Upward Mobility JLMC Meeting
September 2025

On September 30, your Union’s Upward Mobility JLMC met with state department leaders and coordinators to discuss career advancement opportunities for BU15 employees.

Upward Mobility & Career Development

We shared that many members are eager to advance their careers but often feel uncertain about how to get started. During the meeting, we discussed the various resources and support systems available to help guide employees through their career development. The state offers numerous opportunities—we simply need to ask for them.

We emphasized the importance of ensuring that Bargaining Unit 15 has access to this information and a clear understanding of the opportunities available, as well as how to engage with them effectively.

Access & Equity

Computer Access: We emphasized that many BU15 members may not have dedicated computer time or access. The state will make available printed material that you can request through your departments upward mobility coordinator.  Ask for supervisor for your department’s Upward Mobility Coordinator’s contact information. Let them know you do not have access to a computer at work and request printed material to be mailed to you. If you’ve tried and can’t get access to a computer, material or your department’s Upward Mobility Coordinator, contact the Member Resource Center at (866) 471-7348.

Internal Website Access: If you have internet access at work— search for Upward Mobility or Equal Employment Opportunity for information.

Posting & Communication: We’ve asked departments to widely share flyers and use bulletin boards and stand-up meetings to reach those without computer access. We stressed that each employee should receive a flyer about Upward Mobility and how to contact their coordinator. Members should also tell their supervisor they’re interested in the program and include career goals in their Individual Development Plan (IDP). Management will then connect with the Upward Mobility Coordinator.

Career Pathways & Support

Individualized Career Planning: Career advancement is tailored to each person’s goals.  Some of the resources available: Lunch & Learn sessions, resume and interview workshops, mock interviews, computer skills and guidance on how to advance your career.

State Hospitals 20/20 Program: We were pleased to learn about a pathway for custodians and food service workers at State Hospitals to become Psychiatric Technicians. This program allows employees to work part-time, attend school part-time, and still receive full-time pay.
