Dear Bargaining Unit 1 Employees,

On April 3rd, the Unit 1 Analyst Reclassification Team met with CalHR to discuss the Analyst reclassification and consolidation. The Team received the State’s response to our Union’s initial formal proposal from February 20th.

Our proposal from February 20th included: 

– A raise in base pay along with additional differentials and incentives for specialized credentials and post-bachelor degrees.

– Ensure that probationary periods are not increased because of this reclassification (for current or future Analysts).

– Create an expedited appeals process for reclassification placements.

In their formal response, the State has decided to maintain most of their original proposal — rejecting most of the crucial provisions we believe our Analysts deserve. 

The Analyst Team was able to pose questions to Cal HR as to their reasons for maintaining mostof their original proposal, including maintaining current pay scales, extending probation to 12 months for AGPA & Specialist Level Classes, and eliminating a proposed expedited dispute resolution process. 

CalHR reiterated their previous commitment to have this effort remain cost-neutral and are not looking to include any additional financial incentives in this consolidation. 

In response to probationary periods, CalHR maintains that they are simply trying to conform to probationary periods implemented for most Journey-Level classifications within the state butwere not able to provide the Team with any empirical cause or reasoning for this change. Cal HR has indicated that anyone currently on probation will retain their current probationary periods.

Regarding the possibility of an expedited dispute resolution process, specifically in the case of appeals, the state doesn’t believe that this would be the appropriate venue for issues that would require an appeal (such as an out-of-class issue, merit-based promotional opportunity, etc.). They believe those matters should be handled through processes currently in place, mainly the grievance process in the current SEIU 1000 MOU.

The state did agree with the Team that a Joint Labor Management Committee (JLMC) for this reclassification would be a proper venue to address many other issues that may arise from this effort. 

Joshua Zelman, Analyst Reclassification Team Member and AGPA, expressed a sentiment shared amongst the team:

“We understand that the state wants to make this a cost-neutral effort; but we want this, at the very least, to be a ‘rights-neutral’ effort as well. They may not want to add the incentives we believe we deserve, but we are not going to let them take from us either!”

The Analyst Reclassification Team will now formulate their second formal proposal in response to the state and are planning to meet with CalHR representatives to present and discuss this new proposal on April 24th

Those affected by this reclassification will have another opportunity to provide their input withthe Reclassification Team directly, with Town Halls being held on April 29th (11:30am; 12:15pm) and April 30th (6:30pm) regarding the Reclassification effort. All meetings will be via zoom (https://us02web.zoom.us/j/7034502907)
