Bargaining Unit 4 Upward Mobility Task Force

The Bargaining Unit 4 Upward Mobility Task Force met again on May 7, 2021, to continue the conversations and the work of reviewing the upward mobility program and process and writing recommendations for best practices. This Task Force is a joint partnership between SEIU Local 1000 and the California Department of Human Resources (CalHR) and is a product of Article 5.13.4. of the Master Agreement between SEIU Local 1000 and the State of California (effective 1/1/2020 through 6/30/2023). This provision ensures that Bargaining Unit 4 continues to contribute to the discussion and evolution of upward mobility.

After months of positive and productive conversations, surveys, and review of current Upward Mobility Programs from a number of departments and agencies, the Task Force has begun the process of creating joint recommendations for upward mobility best practices in 4 key areas, per Article 5.13.4:

  • Promoting Upward Mobility Awareness
  • Application and  Approval Process
  • Accurate Tracking and Reporting of Upward Mobility Metrics
  • Achieving Compliance with Government Codes 19400 – 19406 and California Code of Regulations 599.981 – 599.986
