The Deuel Vocational Institution (DVI) will be closing as of September 30, 2021, and our Union is working on this issue closely. The Department is still finalizing their timeline and larger closure plan, and we will be updating this page with information as we receive it.

DVI Closure Update:
CDCR Carrying out Additional Round of Voluntary Transfer Process (VTP)
In order to further mitigate possible negative impacts to SEIU Local 1000-represented employees as a result of the DVI closure, CDCR will be carrying out a second round of the Voluntary Transfer Process (VTP). While the first round of VTP was only applicable to employees at DVI, this round will be broadened to include employees at CHCF and DJJ-Stockton. Eligible employees should have received their VTP packets on Tuesday, June 22, 2021, and will have until Tuesday, June 29, 2021, to turn them in.

DVI Closure SROA Phase Update
Our Union has received the notice of the SROA phase of the DVI closure from CalHR for both CDCR and CCHCS. The closure date is still set for September 30, 2021.
Our Union team will be meeting with the departments to negotiate the process of this phase focusing on reducing as much impact on employees as possible. Meeting dates have not yet been set.

Our Union met and conferred with CDCR regarding the Voluntary Transfer Process (VTP) at Deuel Vocational Institution (DVI) related to the facility closure. We secured an agreement with the Department to support our members in this process.

Update as of January 4, 2021
We have been informed by CDCR and CCHCS that on January 4, 2021, the Department will be sending documents related to the initial calculation of seniority scores for department employees both at Deuel Vocational Institution (DVI) and employees at surrounding San Joaquin CDCR worksites that could possibly be impacted by the DVI closure. This information will be sent both electronically and via hard copy by mail and will include documentation that allows an employee to update their initial scores.

Information Regarding Temporary Hiring Freeze at CDCR and CCHCS
October 21, 2020
Earlier this month, CDCR and CCHCS published a memo regarding a temporary hiring freeze for certain classifications in certain facilities that will last at least thirty days. This temporary freeze is necessary for the department to carry out their pre-mitigation activities. It was brought to our attention that this memo was not distributed to impacted employees in a broad capacity.
