CA Correctional Center (CCC) Susanville Closure

The California Correctional Center (CCC) is scheduled to close as of June 30, 2022, and our Union is working on this issue closely. The Department is still finalizing their timeline and larger closure plan, and we will be updating this page with information as we receive it. At this time the only information that we have is the proposed closure date.

Informational Zoom Sessions on the Closure of CCC

SEIU Local 1000 recently received notice from CalHR regarding the SROA process related to the closure of California Correctional Center (CCC). This is the final phase of this facility closure, which is scheduled for June 30, 2023.  

Our Union will be negotiating the SROA phase with CalHR to protect the rights of our impacted employees, and those meeting dates are forthcoming. 

We will be holding informational sessions regarding the closure process via Zoom in the coming weeks. This will give our impacted employees an opportunity to raise concerns, learn more about the process, and have a forum to get their questions answered. 

We will be holding these sessions on the following dates and times:

  • Thursday, March 2 – 7:30 a.m. and 5:30 p.m.
  • Tuesday, March 7 – 7:30 a.m. and 5:30 p.m.
  • Friday, March 10 – 7:30 a.m. and 4:00 p.m.

Susanville News: Financial mitigation agreement reached

Our Union team met again with the state regarding the financial aspects of the Voluntary Transfer Process (VTP) on Thursday November 10th. Throughout the negotiations regarding the VTP, the state did not move from their initial relocation support payment of $1,500. Our team knew that number was not enough to fully support the needs of our impacted employees in Lassen County, choosing to extend negotiations in an attempt to secure more financial support for our represented employees.

Agreement Reached to Mitigate the Impacts of CCC/Susanville Closure

A Local 1000 Bargaining Team—made up of a number of directly impacted employees and the Bargaining Unit Chairs for those Units— have reached an agreement with the State outlining the process, eligibility and support that our represented employees will have if they choose to participate in the Voluntary Transfer Process (VTP) in advance of the June 20, 2023 closure of the California Correctional Facility (CCC) in Susanville.

Negotiations Underway Regarding Mitigation

Local 1000’s Contract Department is working with our represented employees at Susanville’s California Correctional Center to help them understand the process and procedure of the June 30, 2023 closure of that facility.

Our team has completed two days of negotiations with CDCR regarding the Voluntary Transfer Process. An agreement has yet to be reached, as the parties present proposals and counter-proposals that will govern the process. A third day of bargaining with the state is scheduled for Tuesday, October 25, 2022.

Local 1000’s Contract Department held its first meeting with CDCR regarding the June 30, 2023, closure of the California Correctional Center in Susanville. We gathered information that will help create the proposals our team will present regarding the Voluntary Transfer Process (VTP) at our next meeting, which is scheduled for Monday, October 17.

Local 1000 engaging to mitigate impacts of CCC closure

The California Correctional Center (CCC) is scheduled to close after a Lassen County judge dismissed a lawsuit on September 8, seeking to stop the prison closure. CDCR has not published a timeline, although the Enacted 2022-2023 State budget sets a June 30, 2023 closure date.

Local 1000 is fully engaged to assist the impacted employees we represent. We reached out to department management upon learning of the judge’s ruling.
