On June 15, 2026, SEIU Local 1000 held a meet and confer with the California Conservation Corps (CCC) regarding the Return-to-Office (RTO) mandate. CCC will employee a phased approach:

  • June 22, 2026 – Business Services First Floor Ops Team and Business Services Supervisors / Managers
  • July 1, 2026 – Staff Connected to HQ Units Reporting to Field Locations Return
  • July 6, 2026 – Business Services Rank and File Return
  • July 13, 2026 – Executive Team Staff Return
  • July 15, 2026 – All Supervisors and Managers – In Person Meeting
  • July 20, 2026 – Manager 1s and Manager 2s Return (all units, including ISS)
  • July 27, 2026 – All Supervisor 1s and Supervisor 2s Return (all units, including ISS)
  • August 3, 2026 – ISS, Accounting, and Human Resources Rank and File Staff Return
  • August 10, 2026 – Budgets and CORE Rank and File Staff Return
  • August 17, 2026 – Statewide Programs, Capital Outlay, and Communications Rank and File Staff Return

The team was able to confirm exemptions for medical or Reasonable Accommodations as well as if an employee lives 50 miles or more from their worksite and had a mutually agreeable telework policy in place as of March 2025. CCC confirmed they will also consider other requests on a case-by-case basis. The department had not identified issues with the previous telework policy, had not identified changes to be made to the telework policy prior to the executive order, and cannot revert back if the impact is determined to have had a negative impact on staffing, morale, or productivity, but will take other measures to address those issues if they become a problem. 

The team was also able to clarify field days count as in office days, remote day scheduling will be left to divisions and supervisors, although they do not anticipate issues with multiple employees scheduling the same remote days. Management has discretion to consider request to flex remote days within the same week as well as requests for individual remote days. AWW schedules and part-time employees are still required to be in office 4 days a week, employees that have changed worksites are not eligible for an exemption if it means they now live 50 miles or more from their new reporting location, and employees are not permitted to report to other locations or institutions closer to their residences. 

CCC further confirmed there is no consideration for relocation cost, financial assistance or hardship transfers unless they would already meet the criteria outside of RTO. There are no exemptions for employees hired 100% remotely unless they meet one of the exemptions. Equipment in remote offices taken during December 2025 is expected to be returned, and if employees need assistance, they should contact a supervisor to facilitate the return of that equipment. Equipment issued prior to December 2025 may remain in remote offices.

There are still items that need further clarification such as the implementation timeline and confirmation of the phased approach. While CCC did confirm the phased approach, they acknowledge that it is subject to the work being done to prepare the workspaces.

However, CCC confirmed they intend to move forward with 4 days in office, per the Governor’s mandate.
