A Local 1000 Bargaining Team — made up of a number of directly impacted employees and the Bargaining Unit Chairs for those Units — have reached an agreement with the State outlining the process, eligibility and support that our represented employees will have if they choose to participate in the Voluntary Transfer Process (VTP) in advance of the Fall 2026 closure of the California Rehabilitation Center (CRC) in Norco. This is just the first step in the closure process for the CRC that will require further negotiations regarding next steps and the layoff process as we get closer to the current Fall 2026 closure date.

We were able to ensure that employees who will need to relocate will be granted Administrative Time Off (ATO) that they can use to facilitate their relocation. Employees will have an opportunity to go through the post and bid process in their new locations. Vacation bids and department programs such as upward mobility programs will continue to be honored at new work locations.

Our Team fought hard to secure a satisfactory financial stipend for our members, but the State could not be moved from their $1,500 offer for relocation support. While this number is disappointingly low, our team finally agreed to that amount to ensure that those moving their residence as part of the VTP would have some financial support.

VTP packets are due to be distributed on Wednesday, October 22, 2025, and employees will have until Wednesday, November 5, 2025, to return them.

We anticipate holding informational sessions via Zoom in the upcoming weeks, for which we will announce dates and times shortly. These meetings will be an opportunity to ask questions about the agreement, VTP and any concerns about the closure generally. Update on Informational Zoom Sessions

Our Union will be hosting Zoom informational sessions to provide information about the agreement we have negotiated with the State on the Voluntary Transfer Process (VTP) and answer any questions you may have.

The meetings will be held on the following dates and times:

  • Wednesday, October 29th from 4:30-5:30pm
  • Monday, November 3rd from 4:30-5:30pm

These sessions are open to all interested SEIU Local 1000 represented employees that are impacted by this closure.
