The SEIU Local 1000 Bargaining Team met again on April 21, 2022, regarding the stipend and were able to reach an agreement. You can see the proposed Side Letter of Agreement here and pay letter here.
- Here is a summary of the pay letter and side letter agreement:
- ‘Direct contact’ employees are eligible for up to $50k; ‘non-direct’ are eligible for up to $25k.
- The first $5k for both direct and non-direct is based on 2021 and will be paid immediately.
- Employees do not have to participate in VTP to be eligible for the stipend.
- The stipend will sunset on June 30, 2023, and all employees who are still employed or on assignment with DJJ shall be eligible for the full stipend based on the criteria below:
- If you have 6* qualifying pay periods in 2022/2023, you are eligible for 25%;
- If you have 7-12* qualifying periods in 2022/2023 = 50%; and,
- If you have more than 12** qualifying pay periods in 2022/2023 = 100%
*These do not need to be consecutive qualifying pay periods, but if an employee separates and returns, they would start over at 0 qualifying months
**This really means “. . . at least 13”
- If an employee is transferred through VTP, uses SROA during the layoff process to secure another job with the State, or whose services are otherwise no longer needed prior to June 30, 2023, they shall still be eligible for the stipend based on the following criteria:
- If you have 6* qualifying pay periods in 2022/2023, you are eligible for 25%;
- If you have 7-12* qualifying periods in 2022/2023 = 50%; and,
- If you have more than 12** qualifying pay periods in 2022/2023 = 100%
*These do not need to be consecutive, but if an employee separates and returns, they would start over at 0 qualifying months.
**This really means “at least 13.”
- If an employee voluntarily separates (i.e. resigns, retires, or transfers outside of DJJ not using VTP or SROA) prior to June 30, 2023, they shall forfeit ALL of the remaining stipend outside of the initial $5k payment
